❔ is it customary for the Fed to change the discount rate? (Do they do it often or — similar to changing the reserve requirement — do they do it only infrequently?) Can we also talk about historic examples where they have changed the discount rate, and the resulting impact on the economy?

They typically change the discount rates whenever they change the Fed funds targets. As you can see in the link above, they tend to move together in lockstep.
